About Phillip Clint Limited
Decades of Insight from the VOA to Your Boardroom
Navigating the complexities of business rates requires more than just a general understanding of property—it demands a forensic eye and a deep history with the system. At Phillip Clint Ltd, we bring over 45 years of specialist experience to the table.
Our story is one of transition from the public sector to private advocacy. Our founder, Phillip Clint, spent years within the Valuation Office Agency (VOA) and Local Government before moving into national industry with a major PLC. Since 2000, we have operated as an independent, family-run practice, with Phillip’s son, James, joining the team in 2010. This blend of institutional knowledge and personal, multi-generational commitment is what sets us apart.

Specialists in Complex Industrial and Chemical Sites
While we provide advice across all types of commercial property, we are widely recognised for our expertise in the most challenging sectors. We specialise in the valuation of complex chemical and industrial plants, where standard valuation metrics often fall short.
We don't just look at the surface; we work closely with you to ensure that your entry in the Rating List correctly reflects your property as it exists at the valuation date. Our goal is simple: to ensure you never pay a penny more in rates than is legally required.
Navigating the 'Check, Challenge, Appeal' (CCA) System
The current rating system in England can be a bureaucratic minefield. We have adapted our practice to master the Check, Challenge, Appeal (CCA) process imposed by the VOA.
- Forensic Analysis: We evaluate your current rates liability to identify immediate opportunities for savings.
- Strategic Submissions: We only initiate a formal 'Check' when it is strictly in your interest, following detailed consultation.
- Expert Representation: From negotiations with Billing Authorities to appearances at Valuation and Lands Tribunals, we represent your interests at every level.
Preparing You for the 2026 Revaluation
With the next revaluation due in April 2026 (based on 2024 values), the landscape of business rates is shifting. We stay at the forefront of these changes, including the government's latest reforms for the retail, hospitality, and leisure sectors.
"We pride ourselves on working closely with our clients in an ongoing effort to ensure the correct level of valuation is achieved. In a world of changing regulations, expert advice isn't just a luxury—it's vital."
Whether you are an investor with a commercial portfolio or an owner-occupier of a major industrial facility, we provide the technical expertise of a national firm with
